Estimado señor Hans Leijtens .
Es para mí un honor saludarlo, deseándole ante todo que su vida sea próspera y esté llena de salud.
Me urge transmitirle las siguientes palabras con la intención de que usted en Frontex pueda tener a su disposición información especial que quizás le ayude a controlar la inmigración ilegal de adultos y menores que llegan a las costas de Canarias y a las del sur de Europa.
Todos sabemos que hay una ONG llamada Caminando Fronteras, con base en España y Marruecos, que, cada vez que las mafias envían inmigrantes ilegales a esos lugares, recibe un aviso para que llame a la Guardia Civil del Mar de Canarias y/o a la del sur de la península ibérica, con el fin de que la patrullera salga a rescatar a los inmigrantes que las mafias introducen en pateras, zodiacs o cayucos. Siempre, la Guardia Civil del Mar sale a lugares cercanos a pocas millas de la costa africana para recoger y prestar ayuda a aquellas personas que las mafias consideran como un negocio lucrativo. Una vez que los inmigrantes ilegales, tanto adultos como menores no acompañados (MENA), llegan a tierra, no son deportados, lo que deriva en grandes gastos en su mantenimiento. Muchas veces, muchos de ellos terminan delinquiendo, lo que ha suscitado un gran malestar en la población residente que ya está pidiendo a gritos la deportación de todos los inmigrantes presentes en Canarias y también de aquellos nuevos que lleguen.
Sé que deportar a los inmigrantes ilegales que ya están albergados en Canarias o en el sur de Europa es algo casi imposible de llevar a cabo, pero se me ha ocurrido una idea que podría ayudar a resolver el problema de las invasiones inmigratorias.
Pienso que, en lugar de tener el SIVE (Sistema Integrado de Vigilancia Exterior) en Canarias, en el sur de la península ibérica o en el sur de Italia, se podrían establecer esos SIVE con patrulleras de salvamento dotadas con una tripulación mixta de la Guardia Civil de España y de gendarmes de cada país desde donde las mafias envían inmigrantes ilegales. De esta manera, una vez que localicen y apresen una patera, zodiac o cayuco en viaje hacia cualquier país europeo, podrían llevar a cabo a bordo el acto de ayudar con los primeros auxilios a los inmigrantes y, a continuación, devolver la embarcación con sus inmigrantes al puerto de origen o al más cercano, tal como lo estipula la Convención Sobre el Derecho del Mar de Naciones Unidas y SAR. Con esta medida, se lograría eliminar los albergues, reducir el enorme gasto de dinero que se destina a la tutela de adultos y MENA, además de disminuir la delincuencia que parte de la inmigración ilegal conlleva.
Nota. En los últimos casi 30 años que hemos padecido invasiones de inmigrantes ilegales en Canarias la UE ha pagado unos 20 mil millones de euros en darles cobijo y socorro a toda esa gente que ha arribado al archipiélago.
Y si en todo esto la ONG Caminando Fronteras protesta, alegando que estas medidas son inhumanas, se les puede responder que lo verdaderamente inhumano de la inmigración ilegal es que las mafias envíen a personas muchas veces en condiciones que ponen en riesgo sus vidas en alta mar, y que Caminando Fronteras las ampara al hacer llamadas a la Guardia Civil del Mar, que, al salir tan a menudo a prestar socorro a los inmigrantes ilegales, los alienta a decir a sus compatriotas que vengan en pateras, zodiacs o cayucos porque serán rescatados tan pronto se adentren unas millas en alta mar.
La solución para abordar la inmigración ilegal radica en desplegar patrulleras de la Guardia Civil o de Frontex en las costas de los países que nos envían inmigrantes ilegales hacia Europa. Estas patrulleras podrían estar dotadas con tripulaciones compuestas de policías de la Guardia Civil, o de agentes de Frontex, y de gendarmes de cada país desde donde las mafias nos envían inmigrantes ilegales.
Nota: Si algún país se negara a permitir la presencia de patrulleras con una tripulación mixta en su costa, entonces la UE debería reconsiderar las subvenciones que les otorga, ya que la negativa de una u otra nación confirmaría su falta de disposición para prohibir la inmigración ilegal.
Por otro lado, Frontex debe saber que, a las mafias africanas, a algunas oenegés proinmigración ilegal, a algunos empresarios y a algunos políticos, no les interesa que Frontex participe en el control de fronteras entre África y Canarias porque eso le quitaría el negocio que tienen montado con la inmigración ilegal y que utilizan para chantajear a la UE con la amenaza de que si no ayudan con dinero mandan a los inmigrantes ilegales hacia los 27 países que componen la UE.
A Canarias no vienen por su cuenta las pateras, zodiacs y cayucos con inmigrantes ilegales, sino que vienen por el llamamiento que se ha hecho y se hace con todo lo que se les ha ofrecido y se les ofrece desde hace unos 30 años: como albergue en hoteles y apartamentos con todo incluido, hasta incluso con paguitas, sobre todo a los Menas, que en conjunto son traídos a tierra canaria desde unas 5 o 10 millas desde las costas africanas. Un MENA le cuesta a la UE de gastos diarios unos 125 euros, y un adulto unos 50 euros por día.
Y de último le debo informar que lo que reclama el Gobierno canario acerca de que se modifique la Ley de Extranjería de España para que se pueda repartir entre las restantes 16 autonomías los casi 6.000 Menas que tenemos albergados y tutelados en las islas, no arregla el problema porque si se hiciera el reparto, medio vaciaríamos los albergues canarios para que las mafias manden más Menas. La solución es poner a Frontex con gendarmes del país desde donde las mafias nos envían inmigrantes ilegales, con la deportación en caliente. Tal como ha comenzado a llevarlo a cabo Alemania que ya ha impuesto un control férreo en todas sus fronteras.

Subject: Proposal to Address Illegal Immigration
Dear Mr. Hans Leijtens,
It is an honor for me to greet you, wishing you a prosperous and healthy life.
I urgently need to convey the following words, hoping that you at Frontex may have access to special information that could assist you in controlling the illegal immigration of both adults and minors arriving on the shores of the Canary Islands and southern Europe.
We all know of an NGO called Caminando Fronteras, based in Spain and Morocco, which, whenever the traffickers send illegal immigrants to these locations, receives a notification to contact the Guardia Civil del Mar of the Canary Islands and/or the southern Iberian Peninsula so that patrol boats can set out to rescue immigrants being transported by traffickers in small boats, zodiacs, or cayucos. The Guardia Civil del Mar responds to locations a few miles off the African coast to help those individuals that traffickers exploit for profit. Once illegal immigrants, including both adults and unaccompanied minors (MENA), reach land, they are not deported, resulting in significant expenses for their care. Many of them often engage in criminal activities, causing considerable unrest among local residents who are increasingly calling for the deportation of all immigrants currently in the Canary Islands as well as new arrivals.
I understand that deporting illegal immigrants already sheltered in the Canary Islands or southern Europe is nearly impossible to implement. However, I have come up with an idea that could help address the issue of immigration invasions.
I propose that instead of positioning the SIVE (Integrated System of External Surveillance) in the Canary Islands, southern Iberian Peninsula, or southern Italy, we could establish these SIVE with rescue patrol boats manned by mixed crews of the Spanish Civil Guard and gendarmes from each country from which traffickers send illegal immigrants. This way, once they locate and intercept a small boat, zodiac, or cayuco headed toward any European country, they could provide first aid to the migrants on board and then return the vessel and its occupants to the port of origin or the nearest port, as stipulated by the United Nations Convention on the Law of the Sea and SAR. This measure would eliminate shelters, significantly reduce the enormous expenses allocated for the care of adults and MENAs, and diminish the criminal activities associated with illegal immigration.
Note: Over the past nearly 30 years of facing illegal immigration invasions in the Canary Islands, the EU has spent approximately 20 billion euros providing shelter and assistance to all those who have arrived in the archipelago.
If Caminando Fronteras protests these measures as inhumane, it can be pointed out that the real inhumanity of illegal immigration lies in the traffickers sending individuals into perilous situations at sea. Furthermore, Caminando Fronteras indirectly supports this by calling the Maritime Civil Guard of the Canary Islands, which frequently rescues illegal immigrants, thus encouraging others to embark on small boats, zodiacs, or cayucos, under the belief that they will be rescued once they venture a few miles into the sea.
The solution to address illegal immigration lies in deploying patrol boats from the Civil Guard or Frontex on the coasts of countries that send illegal immigrants to Europe. These patrols could consist of crews made up of officers from the Civil Guard, Frontex agents, and gendarmes from the countries from which traffickers send immigrants.
Note: If any african country refuses to allow the presence of patrol boats with a mixed crew along its coastline, then the EU should reconsider the subsidies granted to that country, as such a rejection would confirm their unwillingness to take action against illegal immigration.
Additionally, it is important for Frontex to know that some African traffickers, certain pro-illegal immigration NGOs, some entrepreneurs and some politicians, have no interest in Frontex being involved in border control between Africa and the Canary Islands, as this would undermine the lucrative business they have established around illegal immigration, which they use to blackmail the EU with the threat of sending illegal immigrants to the 27 countries that make up the EU, if financial assistance is not provided.
The small boats, zodiacs, and cayucos carrying illegal immigrants do not come on their own; they arrive as a result of the calls made with all the benefits offered for nearly 30 years, including accommodations in hotels and apartments with all-inclusive services, and even financial aid – particularly to MENAs – who are collectively brought ashore from about 5 to 10 miles off the African coasts. The daily cost for the EU to care for a MENA is about 125 euros, and for an adult, it is around 50 euros.
Lastly, I must inform you that the Canary Island government’s request to amend Spain's Immigration Law to distribute the nearly 6,000 MENAs currently sheltered and cared for in the islands among the other 16 autonomous communities does not resolve the problem. If implemented, it would only partially empty the shelters in the Canary Islands, allowing traffickers to send more MENAs. The solution lies in deploying Frontex with gendarmes from the countries from which illegal immigrants are sent, implementing hot deportation. This approach has already been initiated by Germany, which has established strict border controls.
